EV Regulations Changes
Electric Vehicle Smart Charge Points
To support the rising demand for electricity due to the increasing transition to electric vehicles, EV charging units sold in Great Britain for private use are being regulated – this will apply to both domestic and workplace use. The regulations will guarantee charging points have smart functionality. This will allow the charging of electric vehicles when there is less demand on the grid, or when more renewable electricity is available. The regulations will also make sure that charging points meet specific device-level requirements, enabling a minimum level of access, security, and information for consumers.
The regulations cover smart cables (defined as an electrical cable which is a charge point and can send/receive information) and electric vehicle private charging units sold for workplace or domestic use in Great Britain. These regulations will be live from 30th June 2022. The regulations do not apply to private charging points sold before 30th June 2022.
How to comply
The regulations state that charging units sold for private charging of vehicles must meet specific device-level requirements:
- Electricity supplier interoperability, enabling the charge point to retain smart functionality even if the owner changes their electricity supplier
- Smart functionality. This includes the capability to send and receive information, the ability to respond to signals to increase the rate or time at which electricity flows through the charge point, demand side response services and a user interface
- The ability for continued charging even if the charge point is no longer connected to a communications network
- A measuring system, to calculate the electricity imported or exported and the time of charging, with the owner of the vehicle being able to see this information
- Safety provisions, preventing the user carrying out a procedure that could risk the safety of an individual
- Security requirements consistent with the existing cyber security standard ETSI EN 303 645
Charge points must also:
- Incorporate pre-set, off peak, default charging hours and allow the owner to accept, remove or change these upon first use and ongoing uses
- Allow for a randomised delay function
